what bothers me is that you have the same penguin twice doing the same action and lifting off the ground at nearly the same height. so what i mean is that one of them isn't needed or you should replace one with a different penguin altogether and have him flying up up up far far away.

If the shadowing wasn't there, I'd almost think that they were just standing on the ground. Maybe have their little feet hanging down & the arm holding the string up all the way in a more natural "hanging in the air from a string" type of pose...cute tho! I'm confused as well about those "balloons"

hmm it reminds me of the shirt that was just printed, my favourite pattern or something like that.
maybe if it was in another colour, the penguins were not the same one copied and pasted, and the balons were less abstract....
