Definitely a typo: should be "Hello!"
And I agree with others: doesn't need it. But if you really want everyone you walk up to, to say "hello", it might be OK. The illustration alone works well. Very professional. |

'Hallo' rather than 'Hello' makes it clear that the cloud is kinda naive/childish and adds to the idea that he's not aware of what he is doing. Plus, it makes the design more international, as 'hallo' the normal greeting in Afrikaans (Southern Africa), German, Danish, Dutch, Faroese, Icelandic, Norwegian, and Scottish Gaelic - as well as having very similar equivelents (Halo) in other languages around the world.
